Put simplistically, SE is still at a 7.2x level and doesn't have UPPER. You can, just about, code an UPPER function in SPL for SE, but the code is excruciating for a variety of reasons -- and anything but fast. If you need the server to do it, probably time to say goodbye to SE; sad, but so.
