Oracle often seems reluctant to compete with its third-party vendors. In this case there are many tools, such as ERwin, that do it well and Oracle provides Designer too. And as theusarools stated it can also be done using IMP(ort) but I might differ with him on his claim that it is finicky if I knew what he intended: Finicky not being a technical term I am familiar with.
