hardware configuration metrics for a DB

Hello netters, Which factors should be taken into account in selecting a a hardware configuration for running a DBMS software? How can we determine the parameters for that hardware configuration such as the processing power (MIPS, MFLOPS, Memory disk access parameters etc.)?
