The AND and OR operators in both SQL and I4GL are not short-circuited. It isn't clear to me which product you are seeking the answer for, as I can identify references to 3 different products in your question -- ISQL, I4GL-RDS and either OnLine or SE. As it happens, the answer is the same in all of them, but this isn't always the case.
