Error -23197 from scheduler

Using 11.50 X1, am seeing the following error in online log: ... 17:58:56 SCHAPI: Error -23197 Database locale information mismatch. 17:58:56 SCHAPI: Type: TASK, Name: Auto Update Statistics Evaluation, Location: NULL. 17:58:56 SCHAPI: Type: TASK, Name: Auto Update Statistics Evaluation,Error Message: Unable to execute function [ aus_evaluator (integer,integer) ] . ... The GL_COLLATE value for the sysadmin database is en_US.819, for the test db I created is en_US.57372. The instance was initialised and the databases created with the variable DB_LOCALE set to en_us.utf8. Why is the value different for the sysadmin database, shouldn't it also be en_US.57372? Am able to connect to the databases and execute queries. The only problem is in the execution of jobs which fails with the above mentioned message. Any pointers on how I can resolve this issue?
