Error opening rds.iem and sql.iem

Hi When power builder 5.0 try to connect we are getting error 1230: unable to open rds.iem . We tried to do a select from a table that doesn't exist (not on purpose). We got error 206 which is fine, but we also got 1230 (unable to open sql.iem). I've checked perms on $INFORMIXDIR/msg directory and perms on *.iem files below, They are what they are supposed to be . DBLANG is not set. Can anyone tell me what's happening here. (Informix 7.13 UC2 on Solaris 2.4). We don't get 1230 all the time. It's not consistent.
