This isn't true, is it? You can restore all the logs you need up to the
minute of the engine going down, assuming ontape -c was working and that you
were able to recover the lastest logical log? (Yes, I am using 7.22!)
Regardless, it still hangs when I try to do a restore and I don't know why.
Even if it is true, it doesn't ask me what logical log to restore up to, so
how could I specify this?

Wath IDS version are you using?
I remenber in version 7.22.xxx (i'm not sure now :-(( ) never restore
more logs that the number of logs defined in IDS. (if you have a
tape with 40 logs and in your IDS you have defined 39 logs the
proves never end)
