You can move functions to the server in Oracle's tool, but they become stored procedures executed (interpreted) by the Oracle database as far as I can understand. In New Era partitions are compiled code so you don't need a database server on each machine. Also you have much greater flexibility in what can be executed (typically whole or parts of class libraries doing advanced computing). Also as far as I understand there is no object orientation in Developer 2000. Which is best in their GUI tools and fast prototyping I don't know.
