Convert 4.0 SE db to 7.24 SE db

We have a customer with a 4.0 SE database. We moved it to a new system with 7.24 SE (AIX). When we try to connect to the database, it gives errors that it cannot find the tables "sysobjstate" or "syscoldepend". Is there a way to get SE to create these tables or do I need to dbexport & dbimport? That seems like overkill when the files are compatible. I would have thought that SE would have created them. I thought previous versions created and altered the system tables when it was started on an older database.
