I think you're running into a version bug, if my 15-watt memory is correct. Instead of SKIP TO TOP OF PAGE in the AFTER GROUP section, try NEED xx LINES in the BEFORE GROUP section, where xx is the number of lines left for the body of the report (PAGE LENGTH - TOP MARGIN - BOTTOM MARGIN - number of lines in PAGE HEADER - number of lines in PAGE TRAILER). This will have the same effect of SKIP TO TOP OF PAGE.
