tuning LOCKS

I'm doing performance tuning and I'm wondering if I should be playing with the LOCKS onconfig parameter. It's currently set to 5000. I'm running a relatively small OLTP database with about 50 users and I almost never get the error message 'out of locks.' I checked onstat -p -> ovlock and it was at zero, which has two days worth of data to work with. "If it ain't broke, don't fix it" or "play with every possible parameter until you can't see straight." Which is it?
