Starting transactions in 4.00

Hi, we've recently decided to keep better tabs on who does what and when in our databases. So I looked through the manuals on accounting and transactions and I think transactions would do just what we need. I'm using version 4.00.UE1 It looks like a START DATABASE dbname WITH LOG IN "here" would start accounting but the manual says "No users can access the database until you issue a CLOSE DATABASE statement" So how would I begin database-wide transactions for all users?
