connect to OL 7 on NT 4.0

hi all. We have about 2 month installed Workgroup server 7.12 on NT 3.51 (normall server in NT domain) and all works ok. But now, we want move to other server. This is PDC on NT 4.0, but we have problem with connecting from cilent app. to WGS server. After some observation we found, that there must be enabled "Log on localy" in system policy for user we want connect :-(, otherwise server returns 951: User UserName is not known on the database server. 951: User is not known on the database server. What to do? On NT 3.51 nothing such is needed.
