There is a newsgroup called news.answers for these types of questions. Otherwhise you can go to http://www.netannounce.org/news.announce.newusers/ to find answers for this and other questions. The direct link to how to do it is: http://www.netannounce.org/news.announce.newusers/archive/usenet/creating-newsgroups/part1 May be there are other better sources. This is just what I found the first minute or so.
