An incomplete set of logical log records was written and fast recovery does not know how to recover. Tech support should be able to delete the offending partial transaction and let the engine come up. If they cannot you will have to restore. I hope that you have your log backups also. BTW you do not have to reinstall Informix or initialize the database. Just run tbtape -r while the engine is offline, tbtape will restore the reserved pages and bring up the engine then restore the rest of the dbspaces. Let tech support take a crack at it first though, and change to unbuffered logging. Also put tbmode -ky into the shutdown scripts for run-level 3 (or whatever your normal runlevel is) to reduce the number of ways to trash the engine, this way only a hard powerdown can hurt you.
