Before the NE stack can be used, it must be initialized. This can usually be done by calling the 'fgl_start' function. More info can be found in the manuals (4GL - not RDS - does have some info). Look for the appendix that covers calling C functions. In all likelihood, a built-in function like DISPLAY calls other built-in functions, making use of the stack. Hence the problem.
