If you haven't specified a DB_LOCALE at the server side, when creating
the database,the correct DB_LOCALE should be 'en_us.819'.
For the client side I'd specify 'en_us.1252'.
Furthermore be sure that your NLS/GLS files are installed on your client
machine.
