It is indeed a memory leak:
Bug 131387(MEMORY LEAK WHEN LOADING/INSERTING VARCHAR)
This bug has been fixed in 9.21.UC3 onwards.
This bug is not reproducible in any 9.20.Ucx releases.
I ran into it with IIF 9.21.HC2 on HPUX 11.0. Upgraded to 9.21.HC4, and
that is working beautifully!! :-)

This is the way it works, you need to do an onmode -F to release
shm segments that are empty, but I suspect your additional segments
have have contents and therefore can't be released.

You have a memory leak. We have a similar problem under 9.20,
and we have still not been able to trace to a particular process.
We connect via 4gl, directly from apache, and via the cgi webdriver
and one of these is giving us problems. The favourite is the
cgi webdriver but we been unable to prove it
