view table

Dear Listers: We have a master employee table with thousands of records. Whenever a department updates its records it will lock other ppl records as well ( we are using the default page level locking). What's the best way to handle these updates, BTW, this kind of updates can be several time per day. For view table, when updating a view table, will the base table be locked as well. I guess so, but want to make sure, cause one of the programmers suggested using view tables. Thanks in advance..
