Manoel I have had this problem on Unix. I was running Perl cgi-bin scripts which worked when I ran them as me but failed in the browser. The reason turned out to be permissions. Since as a developer I created the tables I had all SELECT/UPDATE/DELETE/INSERT rights on it but as the webuser login (which was configured in my web server as the user that would be logged in through the browser) it didn't. So I had to explicitly grant all permissions to this user and it worked.
