Just a possibility, if you have your network listeners (NETTYPE)
configured to run in CPU VPs the CPU VP will poll the network in a spin
loop if it is not otherwise busy in effect running close to 100% of CPU
time. If this is what is happening change the NETTYPE to put the TCP
listeners in NET VPs.
