Help: Database Roles

We are trying to define the responsibilities for the technical people in my department. 1) What are the generic responsibilities of a Database Administrator (DBA) throughout the industry?? 2) What are the generice responsibilities of a Database Programmer throughout the industry?? Currently we have a person that is designated as the DBA. Then we have 2 other people designated as Database Programmers. The Database Programmers add new users, perform backups, monitor logicals logs, monitor the database server in general, and program. The DBA solves any "business rule" issues between the users and the Programmers. The above scenario does not seem to follow industry standard. Does anyone agree?
