Unicode-capable software

Looking for a Unicode-capable client-server relational database and a Unicode-capable development package for creating GUI client programs. whose users would store/retrieve/edit data presented partly in Chinese orJapanese characters. The client seats would be MS Windows 95 or NT 4; would prefer to run the RDB on a Solaris box, but flexible on this. BTW, the user interface -- that is, the prompts and error messages, etc. -- should preferably be in English, rather than in any other language. It's just the _data_ that we want to be in non-English languages. Am already aware of Oracle, Interbase, Zinc. Wondering what other products are also available.
