OWS: CLIENT LOCALE error

Hi, I got this error message when I in the command center, I select the one of the oline database server . Error message : Unable to connect to server ol_hpirpa because the server locale could not be converted to the client locale. Change the CLIENT_LOCALE environment variable for your language using the setnet32 utility. Thanks
