I don't know about documentation; I couldn't see any reference to this during a cursory look through Chapter 5 of the I4GL Reference Manual (Vol 1). I can tell you from looking at the C code produced, and from the observation that RDS works sufficiently the same as compiled 4GL, that they are in fact static.
