Even before the thread starts, it is mostly off-topic. The Free Software Foundation has released Draft 1 of the GNU General Public License version 3. You can find it at http://gplv3.fsf.org/draft, and its rationale at http://gplv3.fsf.org/rationale. If you're interested, you can comment on it at the web site too. (FWIW: at the moment, I release SQLCMD under GPL v2 - without the option to upgrade to GPL v3.
