Interesting.
Looking at the code it seems to me that you efectively pass a list to the procedure but a one-element list isnt't it?
If I wanted to pass a n-elements list to the procedure how I do that?

As a workaournd, you can cast the argument to the parameter definition.
For example, the following works in 9.40.FC6
execute procedure test_list_resume(LIST{"abcdefgh"}::LIST(char(8) notnull));

nop, the same thing works for multi element list as well.
execute procedure
test_list_resume(LIST{"abcdefgh","12345678","asdfghjk"}::LIST(char(8)
not null));
works in FC6. If you have nested collection like set of lists then it
would look like
execute procedure test_list_resume(
SET {
LIST{"abcdefgh","12345678","asdfghjk"},
LIST{"abcdefgh","87654321"},
LIST{"abcdefgh"}
} ::SET( LIST(char(8) not null) not null)
;
