In general, the answer is 'No', only the C-ISAM programs which use
the file know what its internal structure is. You may be able to deduce
some information from the index structures, but that's about it.
With SE, you can use the system catalogue (or, more likely, dbschema),
but this is auxilliary information stored in extra C-ISAM files...
