I'd try to get some stack information of these VPs:
$ for i in $(onstat -g glo|awk '/ soc / {print $1}'); do n=0; while [ $n -lt 20 ]; do onmode -X s $i; n=$((n+1)); done; done( only way I know to get current stacks of an oninit process on HP-UX)
$ onstat -m -> will show you the names of one ore more af files containing stacks.
You either figure yourself where (in the OS) the soc VPs are so busy or you send those af files.
