Looking at this error message

323, thread 1, errno=13, error in creating /INFORMIXTMP..

there is an errno = 13 which suggests permissions are incorrect on the
INFORMIXTMP directory, hence the inability to create the .infxdirs as
noted. Possibly because this is being created in the root directory and
perhaps the permissions have been set incorrectly, however this should
be created as part of the installation process. Are the permissions
correct?

Does this goes back to installation ?
How did you install informix - did you use root user id. Was there any
RUN_AS_ROOT that were there and you missed out to execute them ?
Check your logs and start from there.
