This was changed in a 7.1x Online release (7.10.UC1?/7.10.UD1?).
In onstat (or tbstat) the logical logs do not show up are freeded.
But as long as they are Used,Backed Up and no not contain an open
transaction they will be reused.
The reason was
a) performance reasons
b) so that more of the logical logs on disk can be examined by onlog.
(Helps the customer and Informix Technical Support to examine
past transactions).
