controlled access

We want to set up an environment which gives access to one OnLine server system by means of the DBaccess tool. There are two distinct groups of students: group 1: Has a connect privilege to an existing database. Members of this group may not create databases. group 2: Must be able to create databases, but only in a predefined DB space Until now I have not found a way to impose these rules.
