The ntutils are no longer downloadable from the IBM website, though they are still being updated internally and used by tech support. I can put a zip of the latest ntutils together and see if the IIUG software repository is willing to host them. I'm fairly sure there wasn't a utility to rename IDS instances among them. Ntchname.exe fixed the registry after a machine was renamed, and a later version of this had a rename instance option, but I don't think that version was ever on the external website.
