Unable to load locale categories

My Database was created with the follow Environment Variables: LANG=american DBNLS=1 COLLCHAR=1 LC_COLLATE=en_US.iso88591 LC_CTYPE=en_US.iso88591 OS: UP-UX 10.10 , DBMS: informix online dynamic server 7.13UC3. I can't connect to the database from CLI 2.5TD2 for windows95, if I change nothing in setnet32 's Environment page , I get a message like : DBNLS not set or LC_COLLATE must be 'en_US.iso88591' and if I set DBNLS=1 and LC_COLLATE=en_US.iso88591, another error appears: Unable to load locale categories.
