Informix does not publish the details of the interfaces documented in sqlhdr.h for the very good reason that they change regularly. However, the ESQL/X statements which use them do not change, so if you compile ESQL/C statements with the ESQL/C pre-processor, the correct code for your ESQL/C library will be generated. I previously published notes on how to use ESQL/C with C++ in Dec 1995 in the comp.database.informix news-group. You should head for the archives to find that information. That posting included an esql++ script which can be used for compiling ESQL/C version 4, 5, 6 or 7 with C++. There are restrictions on the C++ constructs you can use -- basically you can only use the C subset of C++ in the statements processed by the ESQL/C scanner, but you can include C++-only statements in the same file as long as they will not be interpreted by the ESQL/C scanner. I have not heard of any ESQL/C++ product plans from Informix.
