It seems you might be facing migration issues.
Had you rebuild your database statistics on the new machine?
Also, is your Informix server too overloaded? Is your network at a good speed
between servers? Did you get a network traffic report?
If it´s really an Informix server issue, you might need some performance
tunning.... also consider upgrading it to 11.70 as soon as possible.

You used SHM when running application and database on the same server?
From my experience the performance of TCP compared to SHM is
significantly slower (~20%), on separate servers even worse.
This mainly depends on the type of communication between application and
database.
Our application uses the database only for data storage, nearly no
logic. Queries are very simple, mostly single row selects by PK or very
small result sets.
With this we never get the throughput on two servers as on a single one,
doesn't matter 100 MBit or 10 GB ether net or tuning the network
parameters of the OS.
