Set explain problem

HI ALL, We are running 7.13uc3 on unix 10.10. It seems that the only user that can use set explain without a permission error (534) is informix. I contacted Informix Support and get the answer that I always get: UPGRADE! Anyone running into the same problem? Any work-arounds will be greatly appriciated. Thanks in advance! PS: I am running set explain on the same machine as the server.
