You didn't say if you are using OnLine or SE. Regardless of which engine
you are using, you need to execute a
GRANT CONNECT TO PUBLIC
in Query-Language after creating the database.
If you are using SE, make sure that the permissions on the Unix files for
the database are correct. The ".dbs" directory permissions should look
like "drwxrwx---" and the files in the ".dbs" directory should look like
"-rw-rw----". Also, "informix" should be the group for the ".dbs" directory
and all it's files. Oh, and make sure the person who created the database
is the owner of the ".dbs" directory and all it's files.
