ontape runs in background

This concerns IDS9.40.TC2 on Windows 2000 and 2003.
On Win 2003, each time ontape -a is run it appears in the task list forever
along with the CMD.EXE that you were in when executing him
even though the program completed and the window was closed.
On Win 2000, when I enable auto log backups in Alarmprogram.bat,
we find ontape.exe stacking up all day and I kill as many as 20 at once.
The difference in elapsed time between running copies is 10 min to 2 hours.
They do not appear to use CPU time, just wasting memory.
The line in Alarmprogram.bat is
set BACKUP_CMD=ontape -a < %INFORMIXDIR%\\logbak.txt
where logbak.txt has one blank line <CR>
followed by a few lines of "N".
Has anyone seen this before?
