No. In versions 5.xx this was true but in 7.xx it was changed that the
log file is not actually freed until immediately before it is reused so
you will almost never see logs that are Zero or status 'F'. The
exceptions are: New log files after the first level zero backup are
length zero and status 'F'. Also immediately after starting the engine
under certain, esotheric, circumstances all logs are marked free except
the current logs.
