By my experience :- * TABLES / C_ISAM files under transaction :- If a particular transaction involves both "Pure" C-ISAM file (Having not referred in SE table) and TABLE under SE then A separate transaction for the C-ISAM file and SE TABLE is required to be handled.Under such circumstances, the C-ISAM transaction by default gets committed whereas the SE TABLE's transaction gets rolled back. This situation of handling "pure" C-ISAM file and TABLE under SE should be avoided to the maximum possible extent. It is better to convert all C-ISAM files to SE tables, particularly the C-ISAM files that is falling under transaction within SE - TABLES.
