We've augmented our character-based ABF/4GL applications with some INTRAnet applications built with WebinTool and Ingres. We are VERY pleased with WebinTool, especially since it's public domain software and almost NO learning curve involved. You can find WebinTool at http://www.ri.bbsrc.ac.uk/webintool.html, or write to the author (Dr. Jian Hu, jian.hu@bbsrc.ac.uk). Note, WebinTool can be adapted to almost any SQL-based DBMS.
