Is this an enhancement?

We have an ace program which is supposed to print 1 line of data for further processing by other processes. The programmer is question used a 'FIRST PAGE HEADER' construct to ensure that only one row was printed. Everything is fine and dandy - and then along comes 4.1. Now 'PAGE HEADER' (FIRST TOO) no longer works unless there is an 'on every row' statement which prints something (x=1 won't work). Worked around by changing to 'on last row' This is good? How many more ace programs are out there that do this?????
