DBSPACETEMP onconfig parameter on AIX being ignored?

Hello.
When I execute the following sql (foobar.sql) on AIX 4.1.5 &
INFORMIX-OnLine Version 7.23.UC1, my root dbspace (rootdbs)
temporarily fills up, and then the sql aborts.
