You need to enclose the lock mode in parens, e.g.
ALTER TABLE foo LOCK MODE (ROW);
It's correct in the current doc (4.1 SQLR), but I think the parens were left
out of the prior versions.
Note that this differs from CREATE TABLE. We were considering making
them both consistent for 5.0, but there was resistance because it
would break apps which relied on the original syntax.

These appeared to be homegrown parallels of the new 4.1 4GL functions to do
the same. 4.1 gives you the additional benefit of letting you specify
"conceptual" keys regardless of the physical key assigned, e.g. you can
specify fgl_keyval("accept") to check if the accept key is hit, regardless
of what key is currently designated to be the accept key.
