Is it important the order of C compiler and Informix installations

Our customers can not compile .4gl file by c4gl command. The insallations of i4gl and online were OK. Dbaccess working OK. All working OK. But: Lines: 17 c4gl input.4gl -o output.4ge produce error: Can not open .ec file --------------------- Most interesting is that output.ec file exist into working directory. I have the only idea about it - they hve installed C compiler after Informix installation. I have adviced them reinstall Informix after C installation. Can the order of installations C and Informix be reason of that error?
