IIRC, with some versions of IDS, you'll have to set the LTAPEDEV to /dev/null and then bounce the engine before it will act as expected.

Set it back to /dev/null and leave it. When the engine sees this as the
setting for LTAPEDEV it automatically marks the logs as backup and available
as soon as they are filled, you do not need to run ontape -a
