I don't have any direct experience with Sun's DBE, but I asked basically the same question a while back. The answer I got was that DBE has no appreciable effect on SE performance. I also tried to find out about DBE's benefits for On-Line. The general opinion was that DBE does improve On-Line performance, but I could find no definite statistics -- at least none that anyone would release. Plus, the overall feeling was that DBE had more effect on On-Line's scalability in large systems than on pure performance across the board. Any improvement was less noticeable on a lightly loaded system (as you would expect, I suppose). The question to which I never found a good answer, even after reading the DBE manual/pamphlet, was whether DBE's main purpose is for tuning or product enhancement. That is, is it a matter of Sun's saying, "Give us more money and we'll give you a better OS." If so, then I say, "Shame, shame!" If, as I suspect, it's a tuning issue, then you give up something to get faster database performance. I could never find what that "something" is: terminal response, RAM, what? If anyone has any better information, I'd appreciate hearing it.
