Cancelling A query

We have a reoccurring situation where a user in dbaccess submits a query
against several large tables , changes his mind and cancels it with
control-c. This has brought down the database. We're using 7.14 UD1 on
an HP K460/T6600. Is there any way to prevent this? We have an 80
gigabyte database.
Currently the policy is to not have the user cancel the query. But
have get a DBA to kill the session id. However the user may not obey
instructions and this is a very cumbersome way to approach this problem.
We have users at 4 sites.
