85 = number of current threads in existence.
128 = maximum number of threads allowed at any one time i.e. the
limit.
99 = ?? Maximum number of threads in existence at any one time
since the server started.
My v7 Admin is a bit unclear about this but I do know that Informix
licensing works in powers of 2 - 16,32,64...see below.

You get an error saying that the limit has been reached 7.12 and above
DO enforce user licensing limits.

From a previous post in comp.databases.informix:-
From: Ken Lenagh <kalenagh@wtc.com>
For version 7.x the number of users is determined by the serial
number that you enter during the install of the product.
This is an excerpt of the file /$INFORMIXDIR/etc/install
case $USERCODE in
A) NUMUSER=1; SINGLUSR=true;;
B) NUMUSER=8;;
C) NUMUSER=16;;
E) NUMUSER=32;;
F) NUMUSER=64;;
G) NUMUSER=128;;
H) NUMUSER=256;;
J) NUMUSER=unlimited; LIMIT=false;;
V) NUMUSER=unlimited; LIMIT=false; EVAL=true;;
the letter code refers to the alpha character following the # in
the serial number. i.e AAB#A is a single user licence and AAB#J
is an unlimited license (add as many users as you like).
